The Punjab government is gearing up to present its fiscal year 2026-27 budget on June 8, marking one of the largest budgetary exercises in the province’s history. With a total size of approximately Rs6 trillion, the budget aims to prioritize development projects, digital transformation, and public welfare, with significant allocations for both urban and rural areas.
Officials have highlighted that development spending will receive special focus, with an initial outlay of Rs1.45 trillion, potentially rising to Rs1.5 trillion if additional resources are available.
Major Development Programs and Infrastructure Focus
The Planning and Development Board has proposed allocations across key development areas:
- Core development programme: Rs980 billion
- Other development schemes: Rs320 billion
- Foreign-assisted projects: Rs150 billion
Infrastructure remains a top priority, with funds earmarked for roads, bridges, mass transit systems, and clean drinking water projects. This focus reflects the provincial government’s commitment to long-term urban and rural development.
Education and Health Take Center Stage
The education sector is expected to receive between Rs650 billion and Rs750 billion, including more than Rs500 billion for school education, highlighting a strong commitment to human capital development.
Meanwhile, the health sector may see a budget of around Rs420 billion, aimed at:
- Upgrading public hospitals
- Procuring essential medicines
- Investing in modern medical equipment
- Supporting healthcare initiatives
These allocations are designed to strengthen Punjab’s social infrastructure and improve public service delivery.
Public Sector Salaries, Pensions, and Minimum Wage
The government is considering a 10% salary increase for public sector employees, while pensions may rise by 5-10%. Discussions are also underway to raise the minimum wage, reflecting a broader focus on income support and economic stability for citizens.
Welfare and Digital Transformation Initiatives
Punjab’s budget also emphasizes flagship welfare initiatives, including:
- Laptop Scheme – supporting student education
- Asaan Karobar Programme – promoting entrepreneurship
- Green Tractor Scheme – aiding farmers
Additionally, programs like Suthra Punjab, youth employment, and skills development initiatives are expected to expand, promoting inclusive growth and digital transformation across the province.
Agriculture and Local Government Support
Agriculture will benefit through farmer support packages, subsidies, solarisation of tube wells, modern seed programs, and incentives aimed at boosting wheat and cotton production.
Moreover, up to Rs850 billion may be transferred to local governments and district-level development projects, ensuring equitable development across Punjab.
Fiscal Discipline and Debt Management
The provincial government plans to maintain a fiscal surplus of Rs700-850 billion, adhering to IMF-related commitments. More than Rs500 billion is likely allocated for debt servicing and pension obligations, with austerity measures being implemented during budget preparation.
